What is the Rio Reset?
The Rio Reset refers to a pivotal moment in global finance. The efforts of BRICS nations to finally challenge the U.S. dollar’s dominance have reached critical mass. A new financial infrastructure powering dollar-free international trade means a world where the greenback is no longer king. For over 80 years, Americans have enjoyed the hidden benefits of the dollar’s “exorbitant privilege,” and that era may be ending. The Rio Reset marks the beginning of a global transition to higher costs, waning purchasing power and fewer options for American families and businesses alike.

The Rio Reset: Key players
Luiz Inácio Lula da Silva (Brazil)
A longtime leftist and former union leader, President Lula returned to power in 2023 pledging to elevate Brazil’s role in global diplomacy. He’s been outspoken in his criticism of the dollar’s dominance and is a vocal proponent of “de-dollarizing” international trade. Under his leadership, Brazil has become one of the most enthusiastic champions of the BRICS financial realignment.
Xi Jinping (China)
President Xi is the ideological and financial heavyweight behind BRICS expansion. Through digital currency innovation, Belt and Road investments, and growing influence in global institutions, Xi is quietly leading China’s push to rewrite the rules of global trade to put Beijing, not Washington, at the center. China's position as world's manufacturing center gives Xi massive leverage among his BRICS peers.
Narendra Modi (India)
Prime Minister Modi is walking a tightrope. Balancing India’s strategic ties with the West against its growing role within BRICS. Though India is cautious (and actually vetoed a shared BRICS currency in the past), Modi supports alternative payment systems that boost India's economic autonomy. His presence gives the BRICS movement critical legitimacy among non-aligned nations.
Vladimir Putin (Russia)
President Putin has positioned Russia as a prime mover of the Rio Reset. Sanctions barring Moscow from the global financial system warned the world that the dollar can become a weapon of mass destruction. Putin sees BRICS as both a lifeline and a weapon to challenge U.S. economic dominance. Russia's gold, oil, and other resources are vital to resource-starved India and China.
Cyril Ramaphosa (South Africa)
President Ramaphosa plays the role of bridge-builder within BRICS. Though economically smaller, South Africa is the gateway to the resource-rich African continent. Ramaphosa oversees Africa’s most developed financial system. South Africa brings international access and moral authority that BRICS can leverage. BRICS leaders see South Africa as a platform for broadcasting the de-dollarization message across the world's second-largest continent.
Other BRICS member nations
Full BRICS members: Egypt, Iran, Indonesia, Ethiopia, United Arab Emirates (UAE), Saudi Arabia*
BRICS partner nations: Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda, Uzbekistan
*Saudi Arabia has been invited to join BRICS as a full member, but has yet to officially accept.
The architecture of the Rio Reset: A parallel financial system, dollarless by design
Essential infrastructure
Belt and Road Initiative (2013): A global infrastructure development program that integrates developing nations into a BRICS-centric transportation, logistics and communications system. Belt and Road projects include tens of thousands of miles of secure fiber-optic cables for high-speed data and financial communication completely independent of the existing Western network.
New Development Bank (2014): An alternative to the World Bank. A multilateral development bank that makes loans for infrastructure projects, managed by the five main BRICS nations. At least $32 billion has been loaned for nearly 100 different transportation, logistics, urban renewal, renewable energy and resource extraction projects.
BRICS Pay (2015): Alternative to SWIFT. Like CIPS (below), an international financial messaging network for settlements in national currencies.
Contingent Reserve Arrangement (2015): An alternative to the International Monetary Fund. A framework that allows BRICS nations to backstop one another during global liquidity and economic crises, to ensure that none of them would ever be brought to its knees by economic disaster or economic warfare.
Cross-Border Interbank Payment System (2015): An alternative to the SWIFT international bank messaging network. Enables financial institutions worldwide to communicate independently and settle financial transactions.
BRICS Bridge (a successor to MBridge, 2023): A next-generation financial platform that allows BRICS nations to settle international payments directly using their own currencies (digital or otherwise), bypassing both the U.S. dollar and the Western financial architecture completely.
BRICS Clear (2024): A blockchain-powered settlement and depository platform aimed at enabling non-dollar clearing and settlement among member economies. A direct competitor with the West's Depository Trust Company (DTC), which serves as the central hub for clearing, settling and establishing the ownership of U.S. securities and dollar-denominated transactions globally.
BRICS Credit Rating Agency (2025): A new institution intended to challenge the dominance of Western credit rating agencies (Moody’s, S&P and Fitch) which BRICS nations say are biased against them. A BRICS rival agency rating system would offer new credit risk assessments for nations and borrowers alike, and will guide capital away from U.S.-dominated sectors.
Together, these institutions aren’t just an alternative to the U.S.-led financial system. They represent a blueprint for a new, self-sustaining global financial system that's completely dollarless by design.
